Payment rules

Contractor – Institute of High Current Electronics, Siberian Branch, Russian Academy of Sciences (IHCE SB RAS).

Congress Website – the website (https://efre2026.hcei.ru/) containing information about the Congress and the rules for participation.

Organizers – representatives of the Contractor responsible for planning, preparing, and conducting the Congress, as well as interaction with Congress participants. The organizers include members of the Organizing Committee, the Local Organizing Committee (LOC), and the Program Committee.

Customer– a private individual or legal entity that has entered into an Agreement with the Contractor for the provision of services for organization and conduct of a scientific event (the Congress).

Congress Participant– an individual wishing to participate in the Congress, who has registered on the Congress website on his/her own behalf or as a representative of a legal entity, and for whom the registration fee has been paid under the terms of the Agreement concluded with the Contractor.

Registration Fee – a monetary sum transferred by the Customer to the Contractor for the provision of a range of services related to the organization and holding of the Congress. The price of the services for one Participant's participation in the Congress is determined by the Participant's category (Participant, Students/Postgraduates, Accompanying Person) and the date of conclusion of the Agreement for the provision of the relevant services (Early bird Payment, Standard Payment). The procedure for the provision of the services is governed by the Agreement between the Contractor and the Customer.

The list of the services provided to the Participant includes:

- the opportunity to present up to two reports at the Congress;

- notification of the Participant about the terms of registration and participation in the Congress;

- information support for the Participant during the preparation and holding of the Congress via the Congress website, email, social media, and other available means;

- collection of the Participant’s application for participation in the Congress, abstracts, and full-text articles;

- preparation, publication, and provision to the Participant of the Congress program (electronic and printed versions) and a book of abstracts (electronic version);

- publication of full-text articles that have successfully passed the selection and review procedures;

- Participant registration for participation in the Congress;

- organization and conduct of scientific sessions, discussions, and/or roundtables on the topics of the Congress within the scientific program;

- provision of the Congress Participant with a “Participant Kit”;

- participation in additional activities organized at the Contractor’s initiative the within the framework of the Congress and outside the scientific program.

• Payment of the registration fee can be made by the Customer using the QR code located in the Payment section of the Participant’s Personal Account on the Congress website: https://efre2026.hcei.ru/cabinet/registration/, or directly using the Contractor’s details specified in Section 11 of the Agreement or in the Payment section of the Participant’s Personal Account on the Congress website. The payment details must include the Customer's full name, the name of the Congress, and the Agreement number and date.

• Payment of the registration fee is made by the Participant by bank transfer in Russian rubles, by transferring 100% of the Agreement price to the Contractor's bank account within 7 (seven) business days from the date the Agreement is signed by both Parties. 

• Foreign citizens from non-CIS countries may pay for participation in the Congress by paying 100% of the Agreement price in cash in Russian rubles at the Contractor’s cash desk on the days of the Congress.

• Early payment – payment of the registration fee made under the Agreement completed, signed, and sent by the Participant to efre2026@hcei.ru by and including June 30, 2026.  • Standard payment – payment of the registration fee made under the Agreement completed, signed, and sent by the Participant to efre2026@hcei.ru after June 30, 2026.

• If the Participant pays the registration fee at the Students/Postgraduates rate, the Participant must send a document confirming the Participant’s status as a student or postgraduate to the Congress email address(efre2026@hcei.ru).

• The price of the services under the Agreement does not include meals and accommodation for Congress Participants, nor any fees charged by the servicing bank when paying for the Contractor's services.

• The price of the services under the Agreement is final and fixed for the entire term of the Agreement.

• The Participant may cancel its participation and terminate the Agreement at any time. Subject to payment of the Agreement, the Participant has the right to request a refund:

— if the Agreement is terminated more than 120 calendar days before the start of the Congress – 100% of the paid registration fee (minus the bank commission charged for the transfer);

— if the Agreement is terminated between 30 and 120 days before the start of the Congress – 50% of the paid registration fee (minus the bank commission charged for the transfer);

— if the Agreement is terminated 30 days before the start of the Congress – 0% of the paid registration fee.

• Payment refusal cases:

— Your bank card is not designed for online payments. Please refer to your bank for more information.

— There are insufficient funds on your bank card. Please refer to the bank that issued your bank card to verify your bank card balance.

— Your bank card details have been entered incorrectly.

— Your bank card has expired. The expiration date is typically printed on the front of the card (the month and year until which the card is valid). Please refer to the bank that issued your bank card to verify your bank card expiration date.

Исполнитель – Федеральное государственное бюджетное учреждение науки Институт сильноточной электроники Сибирского отделения Российской академии наук (ИСЭ СО РАН).

Сайт Конгресса – интернет-сайт (https://efre2026.hcei.ru/), на котором расположена информация о проведении Конгресса и правила участия в нем.

Организаторы – представители Исполнителя, обеспечивающие планирование, подготовку и проведение Конгресса, а также взаимодействие с участниками Конгресса. В состав организаторов входят члены Организационного комитета, Локального организационного комитета (ЛОК) и Программного комитета.

Заказчик– физическое или юридическое лицо, заключившее с Исполнителем Договор на оказание услуг по организации и проведению научного мероприятия (Конгресса).

Участник Конгресса – физическое лицо, желающее принять участие в Конгрессе, зарегистрировавшееся на сайте Конгресса от своего имени или как представитель юридического лица, и за которое оплачен организационный взнос на условиях заключенного с Исполнителем Договора.

Организационный взнос – денежная сумма, передаваемая Заказчиком Исполнителю за предоставление перечня услуг, связанных с организацией и проведением Конгресса. Стоимость услуг за участие одного Участника в рамках Конгресса определяется категорией Участника (Участник, Молодой участник, Сопровождающий) и датой заключения Договора на оказание соответствующих услуг (Ранняя оплата, Стандартная оплата). Порядок оказания услуг регулируется Договором между Исполнителем и Заказчиком.

Перечень предоставляемых Участнику услуг включает в себя:

- возможность представления в рамках Конгресса до двух докладов;

- оповещение Участника об условиях регистрации и участия в Конгрессе;

- осуществление информационной поддержки Участника в периоды подготовки и проведения Конгресса посредством интернет-сайта Конгресса, электронной почты, социальных сетей и других доступных способов;

- сбор от Участника заявки на участие в Конгрессе, тезисов докладов и полнотекстовых статей;

- подготовка, издание и предоставление Участнику программы Конгресса (электронная и печатная версии) и сборника тезисов докладов участников Конгресса (электронная версия);

- опубликование полнотекстовых статей при условии успешного прохождения процедуры их отбора и рецензирования;

- регистрация Участника для участия в Конгрессе;

- организация и проведение заседаний, дискуссий и/или круглых столов по тематикам Конгресса в рамках научной программы;

- обеспечение Участника Конгресса «Набором участника»;

- участие в дополнительных мероприятиях, устраиваемых по инициативе Исполнителя в рамках Конгресса и выходящих за пределы научной программы

• Оплата организационного взноса может быть произведена Заказчиком по QR-коду, размещенному в разделе Оплата в Личном кабинете Участника на интернет-сайте Конгресса (https://efre2026.hcei.ru/cabinet/registration/), либо непосредственно по реквизитам Исполнителя, указанным в разделе 11 Договора или в разделе Оплата в Личном кабинете Участника на интернет-сайте Конгресса. В назначении платежа обязательно должны быть указаны Ф.И.О. Заказчика, наименование Конгресса, номер и дата Договора.

• Оплата организационного взноса производится Участником безналичным расчетом в рублях Российской Федерации, путем перечисления 100% цены Договора на расчетный счет Исполнителя в течение 7 (семи) рабочих дней с даты подписания обеими Сторонами Договора. 

• Для иностранных граждан из стран дальнего зарубежья оплата за участие в Конгрессе возможна путем внесения 100% цены Договора наличными денежными средствами в российских рублях в кассу Исполнителя в дни проведения Конгресса.

• Ранняя оплата – оплата организационного взноса, произведенная по Договору, заполненному, подписанному и направленному Участником на электронную почту efre2026@hcei.ru в срок до 30.06.2026 г. (включительно). Стандартная оплата – оплата организационного взноса, произведенная по Договору, заполненному, подписанному и направленному Участником на электронную почту efre2026@hcei.ru после 30.06.2026 г.

• В случае оплаты Участника организационного взноса по тарифу Молодой участник, Участнику необходимо отправить на электронную почту Конгресса (efre2026@hcei.ru) документ, подтверждающий статус Участника как студента или аспиранта.

• В стоимость услуг по настоящему Договору не входит стоимость питания и проживания Участников Конгресса, а также стоимость комиссий за услуги обслуживающего банка при оплате услуг Исполнителя.

• Стоимость услуг по Договору является окончательной и фиксированной на весь срок действия Договора.

• Участник может отказаться от участия и расторгнуть договор в любой момент. При условии оплаты договора Участник вправе потребовать возврат денежных средств:

— в случае расторжения Договора более, чем за 120 календарных дней до начала Конгресса – 100% от оплаченного организационного взноса (за вычетом стоимости банковской комиссии, взимаемой за совершение перевода);

— в случае расторжения Договора в период от 30 до 120 дней до даты начала Конгресса – 50% от оплаченного организационного взноса (за вычетом стоимости банковской комиссии, взимаемой за совершение перевода);

— в случае расторжения Договора за 30 дней до дня начала Конгресса – 0% оплаченного организационного взноса.

• Случаи отказа в совершении платежа:

— Банковская карта не предназначена для совершения платежей через интернет, о чем можно узнать, обратившись в Ваш Банк.

— Недостаточно средств для оплаты на банковской карте. Подробнее о наличии средств на банковской карте Вы можете узнать, обратившись в банк, выпустивший банковскую карту.

— Данные банковской карты введены неверно.

— Истек срок действия банковской карты. Срок действия карты, как правило, указан на лицевой стороне карты (это месяц и год, до которого действительна карта). Подробнее о сроке действия карты Вы можете узнать, обратившись в банк, выпустивший банковскую карту.
